Abstract:

The purpose of the study was to provide an in-depth understanding of information
generation, flow and utilization within Uganda’s regional fish trade. The study was carried
out at district headquarters, border points, landing sites and border markets, involving
DFOs, Customs Officials, BMU executives and market managers.
Authority and purpose of data collection
2. The Authority that required DFR, DFOs and BMUs to collect regional data was the Fish
Act, for which MAAIF through DFR was the custodian. Within the decentralisation
framework, however, this authority was devolved to the Districts, under the responsibility of
the CAOs. Customs Officials were required to collect data by URA.
