Abstract:
The initiative for this Dairy Sub-sector Rapid Appraisal arose from an ASARECA/ILRI/IFPRI Dairy
Policy Workshop, held in November 1996 in Addis Ababa, Ethiopia. At that meeting, Tanzanian
representatives identified the implementation of a Rapid Appraisal (RA) of the -Tanzanian dairy subsector,
using the ILRI-led methodology, as an important first step in targeting further dairy research
and development in Tanzania. A stakeholders meeting was held in Dar-es-Salaam in February, 1997
to further this implementation. At that meeting were identified a number of priority issues and
specific objectives to be addressed through the Rapid Appraisal (RA). The gerrral objective of the
RA would be to review dairy development in Tanzania, and identify priority development and
research interventions. The approach agreed upon followed the ILRI Conceptual Framework for
Dairy Research (Rey et al., 1993), which addresses the entire consumption-to-production spectrum.
Three teams of scientists were chosen at the meeting to examine each of the primary set of issues: a)
production systems, b) economic and structural issues, and c) policy and institutional issues. The
research team composition and the Terms of Reference (TOR) are presented in Appendix 1.
