Abstract:
Reporting on the general situation in Nigeria and its impact on IITA, the Director General
informed the Executive Committee that the uncertain political situation in the country had not
created any direct obstacles to IITA's ability to conduct its research. However, the a-Dparent
breakcbwn and ambiguity in the system and in authority had caused some administrative
delays. The amendments to the decree—under request since 1993—had yet to be published. In
Effect, this prevented IITA from having full representation from the Nigerian G Dvernment on its
Board. Two representatives had yet to be nominated. There were delays in clearing shipments
through the ports, sometimes as long as six months
