Abstract:
A total of 30% of all inputs was allocated to Mpigi, Masaka and Rakai districts to be distributed by the West Mengo and Masaka Cooperative Unions. The Procurement Officer (Mr James) spent much time and effort encouraging the unions to collect and distribute their inputs. The low, fixed retail prices set by the CRP enabled anyone obtaining inputs in bulk (especially hoes) to re-sell them at a vast profit during a period of rapidly rising prices. Under the circumstances it was very difficult to ensure fair distribution of inputs and many cases of malpractice occurred.
