Abstract:

During the formulation of the establishment of NARO, Kifu was the site selected for FORI and that was approved and so specified in the NARO Statute. In ARTP I, funds were provided for the production of architectural drawings, estimation of material quantities and the construction costs.
Concept Paper (January 1998) proposing ARTP II maintained Kifu as the site for FORI and that was incorporated into the first Project Appraisal document in May 1998. However, discussions during follow-up World Bank Missions suggested shift from Kifu to Bulindi DFI is a means of decentralizing.NARO,s research system in line with the idea of establishing Zonal Agricultural Research Outreach Centres (ZAROCs) and Zonal Research Centres (ZRC). FORI was easily selected because it does not have well-developed infrastructure.
