Abstract:
According to a study by Uganda Participatory Poverty Alleviation Project (UPPAP)
(2000), poverty levels in Karamoja and Northern Uganda are increasing compared to
other parts of the country. These regions have been characterised by conflicts that
is seen as the cause and consequence of poverty. The situation has been
aggravated by the fact that effective information flow both from the communities to
the district and from the district to national level has been poor due to lack of access
to information.
