Abstract:
The main purpose of the National Agricultural Research Strategy and Plan—is to provide guidance for continuing the rehabilitation and restructuring of the agricultural research services of Uganda. The strategy and plan mark a major transition point in this process highlighted by the integration of the agricultural research services currently with different ministries within a single agency, the National Agricultural Research Organization (NARO). This document indicates both direction and the process of changes from the perspective of the present, namely 1990-91. It is not a rigid blueprint which must be either followed in its entirety or discarded. Rather, the document represents a comprehensive statement of how the range of on-going and proposed efforts to improve the effectiveness of agricultural research in Uganda can fit together.
