Abstract:
The following was the general procedure followed in the planning process for the
distr_ct:
Reidentification of existing major enterprises from the previous diagnosis
Listing of major constraints for each enterprise
Revision of constraints and their causes to make sure they are logical
Scoring of constraints according to four criteria
