Abstract:

As stated in the Agenda of this Special Meeting of the CD, Dr Cyrus Ndiritu, Director
KARI and also Chairman of the CGIAR/NARS consultation will present the bac.ground
information to this Agenda item. The main objective of this summary paper is to
highlight the key issues in the papers circulated which require the CD's
action/pronouncement/decision. In the first section a brief description of the CGIAR
system and its governing structures is provided. Then this is followed by the main issues
raised in paper S95/2 (b) "Outline Action Plan to Strengthening NARS -CGIAR
Partnerships "prepared by the IFAD sponsored CGIA ARS Working Group which is
chaired by Dr Ndiritu. In as much as it is possible, ess reference will be made to the
other papers especially - the views of the European nors to the CGIAR system S95/2
(c)) and the statement by the German Delegation S • /2(f) as well as the views of TAC
(S95/2(e). Essentially all these papers agree n the need for strengthening the
CGIAR/NARS relationships, they only differ on )he ways and means of doing this and
the areas which require more emphasis.
