Abstract:

For the last 16 years, Government of Uganda (GoU) has been implementing
policy reforms in the social, political and economic arena to address the
constraints that hinder national development. These include decentralisation,
democratisation, liberalisation, privatisation and public service reforms.
The objective of all these reforms has been to take services closer to the people,
empower the masses, reduce government monopoly, build capacity in the private
sector, optimise the utilisation of resources and promote good governance. This
has led to economic growth and an improvement in the welfare of the population
at large. National economic growth has averaged 5% in the past decade, and
annual inflation has been reduced from over 100% between 1982 and 1990, to an average of 6% during the last decade.
